Our unmanned systems portfolio includes work on critical enabling technologies for more reliable, more intelligent, and longer-duration unmanned systems. We are actively developing a new perception system that automatically detects objects on and just below the surface of the water, day or night, and in most weather conditions, by fusing sensor data from multi-spectral cameras and radar using reliable and validated machine learning algorithms. This perception system will be a key enabler for autonomous ships to navigate safely without human intervention. Our power & energy systems portfolio includes work supporting the DoD’s the electrification of platforms beginning with Navy ships. Applications include hybrid and electric propulsion systems, autonomous controls, and integration with mission systems to achieve ultra-fast power system response. Our advanced manufacturing portfolio includes works to improve the throughput and quality of high-temperature composite parts used in advanced military aerospace systems.
About the Role
The Contract Compliance Officer is responsible for administering contracts to ensure that contractual obligations are met and compliance is maintained with mandatory governmental regulations, applicable laws and corporate policies and procedures. Serves as the liaison between the company and the customer contracting officers on all contractual matters in order to maintain consistency in communications, documentation, and minimizing cost risk due to misunderstanding and/or non-compliance. Interacts with contractual partners to ensure compliance with contractual obligations.
This position will be utilized to support contract administration for our federal and commercial side of business. They will be responsible for legal documents being processed, pricing submissions, and overall responsibility of contracts.
Duties

Works as the primary point of contact for contractual matters related to assigned contracts and subcontracts. Manages contract activities to ensure that assigned contracts with the US government and other customers are in compliance with all federal, state and commercial regulations. Responsible for ensuring clear communications with customers as well as internal staff and management to ensure understanding of customer expectations and contract requirements.

Reviews contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptance. Leads the maintenance of contract files using sophisticated contracts management software to ensure completeness and accuracy of information.

Drafts, reviews, coordinates and requests approval of legal documents to include contracts, contract modification, subcontracts and related modifications, non-disclosure agreements, teaming agreements and other legal documents. Coordinates with the legal department as well as areas of company management as necessary to ensure documents meet management standards and expectations. Leads the coordination and preparation of legal documents such as Non-Disclosure Agreements (NDA’s) and Teaming Agreements (TA’s) with operations, business development and legal personnel.

Monitors contract requirements to ensure quality and timely delivery of reports and information. Performs contract reporting for both internal management as well as external customer requirements. Reviews and approves monthly invoices for each contract.

Responsible for the preparation and review of business proposals to customers for growth of current contracts or award of new business. Works as the primary point of contact within the Contracts team for the development of contract pricing and proposals. Proactively participates in internal proposal processes while coordinating with other proposal staff.

Works closely with internal pricing specialists to review related cost inputs, assumptions and final pricing recommendations. Participates in the various RFS gateway reviews and provides contracts approval upon successful completion of each review.

Works as the primary contracts negotiator for simpler contracts documents. Provides assistance in more complex contracts and subcontracts negotiations.
Required Qualifications

Bachelor's degree in accounting, finance, business administration from an accredited college/ institution or other job related field or six years of job related work experience.

Five years contracts/subcontracts, purchasing or other job related fields.

Working knowledge of contracting concepts, Uniform Commercial Code, applicable public contract acquisition law and regulations.

Preferred Qualifications

Working knowledge of Federal Acquisition Regulations (FAR) and/or Defense Finance and Accounting Service (DFAS,) and/or Truth in Negotiations Act (TINA).

Basic knowledge of Contract Life Cycles , Milestones, Deliverables and Execution.
